Riddle me this “When does a social media platform become a publisher?”
More than ten years ago, in the ever-changing omni present landscape of social media, some very odd but significant yet little-known acts unfolded in Russia.
At the centre of this Russian tale is Pavel Durov.
In 2006, Durov was a very young and very smart tech entrepreneur who founded VKontakte (VK), Russia’s answer to Facebook one could say safely.
The platform quickly became the must have and go to platform for millions of Russians seeking a space for free expression in a country where such liberties are constrained.
As the social media platform soared in popularity, so did the Russian government’s interest in controlling it, with a view to shutting it down.
By 2011, Russia had witnessed a sudden and massive surge in political unrest, with opposition figures like Alexei Navalny gaining momentum with the people.
Russian politicians jumped on VK to rally supporters and disseminate information, bypassing state-controlled long-winded media. This growing influence of opposition on VK did not go unnoticed by the long faces in the Kremlin.
The Russian government pressured Durov to shut down the pages of opposition politicians, a clear attempt to silence critical voices.
For many entrepreneurs, such a demand from a Russian powerful force would have led to immediate compliance, greatly fearing the consequences of resistance.
But not this lad Pavel. He was not like most entrepreneurs, he could have taken the easy route, given into their demands and comply, protect his company and avoid confrontation.
Many commentators have said that his response was not only defiant but also marked by a unique brand of quiet rebellion that has come to define his career.
Durov responded with a bold and symbolic act. He posted an image on his VK page, a cheeky picture of a dog in a hoodie, its tongue playfully sticking out in an almost mocking gesture.
The symbolism was clear to those who saw it. The dog, often a symbol of loyalty, now appeared as a loyal defender of free speech. The hoodie, an emblem of anonymity and rebellion, underscored the defiance. And the tongue, sticking out as if in a cheeky retort, represented the audacity to resist authority in the face of overwhelming power.

In 2014, after refusing to hand over user data to the authorities, Durov was forced to step down as the big boss and quickly sell his stake in the company, marking the end of his era.
The smart thinking Durov’s departure from VK was not the end of his fight for digital freedom.
He soon turned his attention to a new project: Telegram, a messaging app designed with privacy and security at its very core.
Launched almost a year ago, Telegram has quickly gained popularity for its encrypted messaging and resistance to pesky government surveillance, becoming a favourite among challenging and rebellious activists some of which are extreme right wing in their orientation, journalists and anyone concerned about privacy.
Durov’s commitment to resisting censorship has made him a target for governments beyond Russia.
In March 2023, Durov made headlines again when he was briefly detained by French authorities while traveling. The arrest, reportedly linked to an international warrant issued by Russia, was a stark reminder of the ongoing pressure Durov faces as he continues to champion digital freedom on a global scale.
Although he was released shortly after, the incident underscored the lengths certain regimes will go to target those who defy them.
Today, Telegram stands as a testament to Durov’s enduring commitment to free expression. The platform, with over 700 million users worldwide, remains a crucial tool for those seeking to communicate without fear of censorship. From his early days as the founder of VK to his current role at the helm of Telegram.
Durov’s journey is one of relentless defiance against authoritarianism.
The story of the hoodie-wearing dog is not just an anecdote from the past; it’s a continuing narrative of resistance.
Today, Durov is viewed by many as a symbol of the fight for digital rights in an increasingly controlled world.
